German consular officers supported by the parole of the prisoner
release in some cases at least could be allowed.
I think the Colonial Authorities will agree with me that the course towards German residents in Hongkong has been of
such an exceptional nature that it is highly desirable that the
authority or ground upon which each German is detained in the
Colony shall be beyond question. I shall be very glad indeed to be of service to these people but, of course, at the same time I am
just as anxious to place myself at the disposition of the Colonial
Government to get at the facts they may wish.
I have been asked in this connection to call attent-
ion to the cases of Jacob Jebsen and F. Earom neither of whom has
applied for release through this consulate-general. I append hereto a list of those who have written this consulate indicating the basis
of their claim.
